“순수 시민들의 사용”을 위해서(?) 광화문 광장 (02-397-5914), 청계광장 (02-397-5906), 시민열린마당(02-3783-5916) 이 세 곳은 서울시에서 직접 관리하며, (종로) 경찰서를 통한 집회 신고가 불가능함. (문의: 종로경찰서 민원실 ㅅㅎㄱ 경사 02-732-0112)

“문화행사”의 경우 집회신고는 필요없음.

집회 48시간 이전까지 신고를 완료해야하며, 이르게는 최대 720시간 전부터 신고가 가능하다.

집회가 아니라 “행진”의 경우에는 문화행사의 경우에도 반드시 신고를 해야하며, 종로 경찰서의 경우 규정을 좀 심하게 적용하는 편이라 허가를 받기가 거의 불가능 할 것임. 집회나 행진을 신고해야 하는 장소는 “주요도로”이며, 이때 “도로”는 차도 뿐만 아니라 인도도 포함한다. (규정: “주요도로 상의 행진이나 집회는 제한할 수 있다.”)

For a “pure citizens’ use (or citizens’ pure use?),” Gwanghwamun Square, Chung-gye Square, and the Citizen’s Open Space is managed directly by the Seoul Metropolitan Government. It is not possible to schedule gatherings and demonstrations through Police Station (of Jongno-gu) for those sites.

There is no report required for “cultural events.”

“Marching” also requires a report to police station before it is commenced, and the Jongno Police Station tends to be very harsh on the regulations, so it will be almost impossible to be allowed to have such events. The sites that require reports are “major roads,” and the term “road” includes sidewalk as well as the ‘road.’ (Related regulation: “Marching and/or demonstration can be restricted on the major roads”)
